Front driver-side wheel jammed

Has anyone else had this issue before, my driver-side front tire won't come off. I was trying to remove it so I could change my brakes and it wouldn't budge... at first I thought maybe I just wasn't kicking it hard enough but a buddy of mine and I both went to town on it and still didn't move. We tried multiple things from kicking it to sticking a car jack to the rim and car. We called a tow truck driver and he hammered away at it with his tools and it just hasn't budged one bit. Sad to say in the process, my valve stem broke and now it's flat.I've never seen this before, nor had my buddy or tow truck driver. I'm all out of ideas...
